What it does

The NFP Salary Packaging Calculator shows how much tax an employee of a charity, public benevolent institution or public hospital saves by taking part of their pay as exempt fringe benefits, and where the annual caps stop the saving.

The formula

Tax saving = tax on salary − tax on (salary − packaged amount); net benefit = tax saving − admin fee

How it works

It caps the general living expenses and the meal entertainment amounts at the exempt thresholds for the employer type, removes the packaged total from taxable income, then compares the income tax, Low Income Tax Offset and Medicare levy before and after packaging.

Where it is used

  • Deciding how much of the exempt cap to actually use
  • Comparing a not-for-profit offer with a commercial salary
  • Checking the reportable fringe benefits amount before an income test

Worked example

On a A$90,000.00 salary at a PBI, packaging … cuts tax from … to … — a saving of … a year, or … a fortnight. The reportable fringe benefits amount shown on the income statement is ….

What the NFP salary packaging calculator does

NFP salary packaging lets an employee of a charity, public benevolent institution or public hospital take part of their pay as exempt fringe benefits instead of salary, and this calculator shows what that arrangement is actually worth after the caps and the provider fee. It compares the tax on your full salary with the tax on your reduced salary, applies both exempt caps, and reports the net annual gain along with the reportable figure that lands on your income statement.

The arrangement exists because fringe benefits tax does not apply to these employers up to a capped amount per employee each year. Salary you redirect into that cap never becomes taxable income, so the saving is your marginal tax rate plus the Medicare levy on every dollar packaged.

How the exempt caps work

There are two general capping thresholds. Public benevolent institutions, registered charities and health promotion charities sit on the higher one. Public hospitals, not-for-profit hospitals and public ambulance services sit on the lower one. Each threshold is per employee per FBT year, and it is not shared between jobs if you work for two eligible employers.

On top of the general cap there is a separate, smaller cap covering salary-packaged meal entertainment and holiday accommodation. That one is published as a grossed-up figure, so it looks larger than it is. Dividing it by the type 2 gross-up rate gives the cash amount you can genuinely put through, which is the figure the calculator uses and reports back to you.

Both general caps and the meal entertainment cap come from the parameter table, along with the gross-up rate, so when the ATO revises any of them the tool follows without a code change.

Employers outside the two seeded categories

Not every not-for-profit gets an exemption. Rebatable employers, such as many non-PBI charities and some public educational institutions, receive a rebate of FBT rather than an exemption, and the arithmetic is different. Some employers also negotiate their own internal limit that sits below the statutory threshold.

Rather than guess at a table of every arrangement, the calculator lets you select the other employer option and type in the cap that applies to you. Enter the figure from your own packaging policy or provider statement and the rest of the calculation runs unchanged. It is better to use the number on your own paperwork than a national average that does not apply to your workplace.

Reading the results

The headline figure is the net annual benefit: the tax saved, less the packaging provider fee. Beside it you get the tax you would pay without packaging, the tax you pay with it, the total actually packaged after the caps bind, and the amount you tried to package above the caps.

The saving per dollar packaged is worth watching. It is your marginal rate plus the Medicare levy, so it is largest for people well inside a higher bracket and smallest for people near the bottom of the scale, where the Low Income Tax Offset is still shading out and the levy has not fully applied. Two colleagues on different salaries get materially different value from the identical arrangement.

The spendable income lines show the practical effect. Packaged money still pays your rent, mortgage or credit card, so it is not lost from your budget. The comparison treats it as available cash, which is why the gap between the two lines equals the net benefit rather than the packaged amount.

The reportable fringe benefits amount

Packaged benefits are not taxable income, but they are not invisible either. The packaged total is grossed up and shown on your income statement as a reportable fringe benefits amount. That figure is used in a long list of income tests: family assistance payments, study and training loan repayments, the Medicare levy surcharge, private health rebate tiering, superannuation co-contribution eligibility and child support assessments.

For most people the tax saving comfortably exceeds anything lost through those tests. For a family close to a family payment threshold, or a borrower whose study loan repayment rate is about to step up, the picture can be tighter. The calculator reports the grossed-up figure so you can check it against the thresholds that matter to you before you commit.

Practical points before you sign up

Packaging is arranged through a provider engaged by your employer, and the money is deducted from pre-tax pay each cycle and then paid out to the accounts you nominate. Common uses are rent, mortgage repayments, personal loan repayments, school fees and a payment card for general living expenses.

Start the arrangement early in the FBT year if you can. The caps do not pro-rate cleanly across a part year in every provider's system, and starting in the last quarter often means you cannot use the whole threshold. Equally, if you change employers mid-year, tell the new provider what you have already packaged, because the caps are per employer but the concession is designed around one full year of employment.

Finally, check whether your employer treats the packaged amount as reducing the salary used for superannuation. Most do not, but the ones that do quietly hand back part of the benefit, and that is worth knowing before you set the deduction.

Limits of the estimate

The calculation assumes a resident taxpayer for a full financial year, no salary sacrifice into superannuation running alongside the packaging, and no other reportable benefits such as a novated lease. It does not model the Medicare levy surcharge, private health rebate tiering, family payments or study loan repayments, all of which respond to the reportable amount rather than to taxable income.

Every rate, threshold and cap used here comes from the current ATO parameters rather than being written into the code, so the figures move when the ATO revises them.

This is an estimate for planning purposes only, not tax or financial advice. Confirm the caps and the treatment of your own benefits with your packaging provider, your employer or a registered tax agent before you rely on the numbers.

Frequently asked questions

Who can use NFP salary packaging?
Employees of public benevolent institutions, registered health promotion charities, some registered charities, public and not-for-profit hospitals, and public ambulance services. The concession belongs to the employer, so eligibility is settled by what the employer is registered as, not by the job you do.
What is the difference between the two exempt caps?
Public benevolent institutions, charities and health promotion charities have the higher capping threshold. Public and not-for-profit hospitals and public ambulance services have the lower one. Both are per employee per FBT year and both are read from the ATO parameters rather than written into the tool.
Why is the meal entertainment cap smaller than it looks?
The meal entertainment and holiday accommodation cap is published as a grossed-up figure, while the general caps are published grossed down. The calculator divides the meal entertainment cap by the type 2 gross-up rate so both numbers are expressed as the cash you can actually package.
What happens if I package more than the cap?
Nothing useful. The amount above the cap creates a taxable fringe benefit for the employer, and in practice providers simply pay the excess to you as ordinary salary. The calculator caps the packaged amount and shows the excess separately so you can see it is not buying you anything.
Does packaging affect Family Tax Benefit or my HECS repayment?
Yes. Packaged benefits are not taxable income, but the grossed-up total appears on your income statement as a reportable fringe benefits amount and is counted in most income tests, including family assistance, study loan repayments, the Medicare levy surcharge and child support.
Is the packaging provider fee worth paying?
Usually, but check it. The fee comes out of the saving, so the calculator subtracts it and reports the net benefit. On a full cap the fee is normally a small share of the saving; on a partly used cap it can eat a noticeable slice of it.
Can I use both the general exempt cap and the meal entertainment cap together?
Yes, the two caps are separate and can generally be used alongside each other, which is why eligible not-for-profit employees can often package more in total than either cap would allow on its own.
Does unused cap space carry over to the next year?
No. Each exempt cap resets at the start of the relevant fringe benefits tax year, so unused capacity in one year cannot be carried forward or added to a future year's limit.
